The PET-D Program provides administrative training to leaders in agencies serving individuals who are Deaf, late-deafened and hard of hearing. This program was established at SDSU in 1987.

Training prepares graduates to serve as agents to implement enhanced services and consumer advocacy for Deaf, late-deafened and hard of hearing individuals. This program is also intended to serve as a career ladder for rehabilitation professionals who have consistently demonstrated a strong commitment to rehabilitation and will serve as the future leaders within their respective organizations.

Trainees are recruited from leadership positions within consumer groups such as the Association for Late-Deafened Adults (ALDA), and the Self Help for Hard of Hearing Persons, Inc., (SHHH), as well as agencies and programs which provide services to Deaf, late-deafened and hard of hearing consumers.

Training is accomplished through a 21-semester-unit graduate curriculum. The first phase of training consists of an "on campus" summer training session conducted during a four week training sessions. The second phase of training is composed of 12 units completed over the two subsequent academic semesters.

Students who complete this program may apply the 21 graduate units towards doctoral study in Human Rehabilitation at the University of Northern Colorado (UNC) and several other institutions. For those applicants accepted as trainees, fellowship will be available. The fellowship will cover all tuition and fees, a per diem allowance to cover meals and lodging while attending the summer program, and round-trip airfare between the trainee's home agency to San Diego State University.

Many participants have been promoted and/or moved into management positions. Several trainees have established new programs, and secured these programs by obtaining grants.
