Fred McFarlane, Ph.D.
ARPE Department Chair at SDSU / Director, Interwork Institute


Dr. McFarlane is Professor Emeritus in the Department of Administration, Rehabilitation and Postsecondary Education and Co-Founder of the Interwork Institute at San Diego State University (SDSU). Dr. McFarlane specializes in leadership, organizational and program development, communication, ethics, and public policy. He has taught in graduate and doctoral programs in Rehabilitation and Postsecondary Education. He is an internationally respected consultant who has presented over 150 lectures and speeches at local, state, regional, national and international conferences and seminars. He has completed more than 40 consultancies with a number of government agencies and non-profit and for-profit businesses in the US and abroad.

Steve Spencer, Ed.D
Director, Interwork Institute Center for Pacific Studies


Dr. Steve Spencer has a background in special education and adult services for individuals with disabilities. He has worked extensively in the Pacific Region and has 25 years of experience in education-related direct services,program administration, public policy development, training and technical assistance.

Dr. Lally works in several capacities: program director, instructional designer, and instructor for online programs delivered through the Center for Pacific Studies. She has 20 years experience teaching in Asia, the Far East, and the Pacific region. Her research interests center around the exploration of design elements in web-based courses that meet and/or exceed the specific needs of different cultures, and leadership issues around best practices for delivering, facilitating, and teaching in virtual environments.


Minah Oh, MIS
Director, Interwork Institute Center for Distance Learning

Ms. Oh directs the Interwork Institute Center for Distance Learning at San Diego State. The Distance Learning program currently offers Masters and Bachelors degrees, certificates and training via distance and distributed learning to students nationally and internationally.
