The Region IX Rehabilitation Continuing Education Program (RCEP
IX) has been located in the College of Education at San Diego
State University since 1974.
Authorized by the Rehabilitation Act of 1973 as amended, the
program is funded through a cooperative agreement from the U.S.
Department of Education's Rehabilitation Services Administration.
RCEP IX provides training and continuing education opportunities
to personnel of the seven vocational rehabilitation agencies,
client assistance programs, independent living centers and Tribal
Vocational Rehabilitation programs. These entities include American
Samoa, Arizona, California, the Commonwealth of the Northern Mariana
Islands, Guam, Hawaii, and Nevada.
The goal of the RCEP is to assure opportunities for employment,
independence and the integration of people with disabilities into
the community by expanding the training, education, and development
strategies for rehabilitation personnel through a managed system
of continuing education.
Objective
of Region IX RCEP General Program
The Rehabilitation Continuing Education Program has four objectives
in order to attain their goal.
-
The first objective is to determine the human resource needs
in each constituent agency and develop relationships to refine
human resource needs that respond to RSA and the agency's
Comprehensive System of Personnel Development strategies.
-
Secondly, the program implements education efforts for newly
employed state agency personnel at the administrative, supervisory,
professional, and support levels n order to develop needed
skills for effective agency performance.
-
The third objective is to expand continuing education activities
for experienced state agency personnel to upgrade their knowledge,
skills, and abilities and to develop mastery of new program
developments dealing with significant issues, priorities,
and legislative initiatives of the state/federal rehabilitation
delivery system.
-
The fourth objective is to increase continuing education
activities for personnel of IL, CAP, and Section 130 programs
who cooperate with state V units to upgrade their knowledge,
skills, and abilities and to develop mastery of new program
developments dealing with significant issues, priorities,
and legislative thrusts of the state/federal rehabilitation
delivery system.
The four objectives set the direction for RCEP IX and build and
maintain a comprehensive system of personnel development approach
throughout Region IX.
