Joe Xavier

With more than 40 years of experience in business and public administration, Joe Xavier most recently served as Director of the California Department of Rehabilitation. In this role, he led a diverse executive team, managed nearly 2,000 staff, and oversaw a $576 million budget serving 190,000 consumers across multiple programs. Under his leadership, the department advanced its vision, mission, goals, and policies while addressing complex and sensitive issues affecting the agency and the communities it serves.

Joe has also dedicated many years to advocacy and community organizations. As an immigrant and blind individual, he brings a deep understanding of the challenges and opportunities facing individuals with disabilities and the services required to maximize their potential. Throughout his career, he has challenged societal norms, championed parity, and elevated the voices of individuals with disabilities—including those with nonvisible disabilities, youth, and adults. His executive career includes numerous speaking and presenting engagements at leadership academies, conferences, and national forums.
