Cheryl Fuller

Cheryl Fuller is a senior workforce and vocational rehabilitation leader with more than three decades of statewide and local experience in Texas. She has held key executive roles, including Vocational Rehabilitation Division Director at the Texas Workforce Commission, Assistant Commissioner of Rehabilitation Services at the Texas Department of Assistive and Rehabilitative Services, and Director of the Texas Workforce Investment Council. She is also a past president of the Council of State Administrators of Vocational Rehabilitation.

As a State VR Director, Cheryl led major initiatives such as program mergers, statutory transitions, and performance modernization efforts. She is known for developing leaders, strengthening accountability systems, and guiding organizations through complex change. As NRLI faculty, she brings a practical, systemsfocused executive perspective to coaching and instruction, helping participants expand their leadership capacity and drive meaningful, sustainable impact.
