Cheryl Fuller

Cheryl Fuller joined the NRLI team as a special consultant in 2025, after more than three decades in leadership positions in Texas workforce development and vocational rehabilitation programs. From 2013 to 2024 she served as a state VR director, starting with three years as assistant commissioner for the Rehabilitation Services Division at the Texas Department of Assistive and Rehabilitative Services. After a legislative transfer of programs in 2016, she served eight years as director of the Vocational Rehabilitation Division at the Texas Workforce Commission. She is a past president of the Council of State Administrators of Vocational Rehabilitation.
Cheryl joined the vocational rehabilitation community after more than twenty years in state and local positions in the Texas workforce development system, including over a decade as director of the Texas Workforce Investment Council.
